Message from the Undersecretary of Government Procurement Division

Peace and Allah’s mercy and blessings be upon you and greetings to all.

Welcome to the ePerolehan portal of the Ministry of Finance of Malaysia.

The ePerolehan System was launched in September 1999 as one of the electronic government flagship applications under the MSC Malaysia initiative, consistent with the need to create a more transparent, fair and accountable government procurement system. This is in line with the country’s development in information technology and rapid growth of the K-based economy. The launch was conducted comprehensively and simultaneously nationwide.

This system has been in operation for more than 15 years and has successfully transformed federal government’s manual procurement process to a more user-friendly, fast and transparent system. Currently, the system has more than 170,000 users, thereby making it the largest e-commerce community in Southeast Asia.

The ePerolehan System is the de facto procurement system of the federal government and the impetus for the development of e-commerce. It has catapulted Malaysia into the digital economy era as a leading electronic government procurement system.

The success of the ePerolehan System to transform the government procurement process has attracted the interest of various foreign countries. Every year, delegations from around the world, including Tanzania, Vietnam, Tajikistan and China, come to learn and witness the implementation of the ePerolehan System. The World Bank too has recognised the ePerolehan System as one of the most successful electronic procurement systems in the world.

In line with the implementation of the GTP 2.0 focusing on tighter security features and closer monitoring, an easy to operate system, strict in transparency and accountability, and user requirements, the Ministry of Finance is currently developing a new ePerolehan System to replace the existing system.

This new ePerolehan System, based on the strategic procurement process, will replace the operational procurement process adopted by the existing system. Apart from offering all the features of the existing ePerolehan System, the new system will also allow the government procurement planning process to be done more effectively. Monitoring can also be carried out more meticulously to regulate the activities of suppliers.

In conclusion, I extend a warm welcome to the visitors and users of the ePerolehan portal to obtain the latest information on the activities of the responsibility centres and suppliers as well as circulars/circular letters relating to the implementation of the e-Procurement System. Visitors and users may also obtain information on all modules available in this system. This portal will be updated from time to time with the addition of new information on government procurement.
