Enablement Steps

 

 

Infrastructure

Basic infrastructure requirements for business transaction through eP comprise the following:

  • A computer equipped with modem; and
  • Internet account with minimum speed configuration of 1Mbps (TMNet, Jaring, Time, Maxis, U Mobile, Digi, Celcom and others)

Registration
Introduction
  • All procurement transactions with the federal government are done through the new ePerolehan system.
  • The new ePerolehan system offers for two categories of registration:
    • Basic Account registration: only for procurement transactions with the Federal Government not exceeding RM20,000; and
    • Ministry of Finance (MOF) registration, which allows transactions with the Federal Government for all modules available, subject to terms specified for quotations and tenders issued.
  • Applications must be made online through the Registration Module at www.eperolehan.gov.my

Digital Certificate

The digital certificate is among the basic prerequisites for all business transactions with the Federal Government.

The new ePerolehan system no longer requires the ePXS USB Crypto Token medium for identity verification of registered users.

The digital certificate without a medium now replaces the ePXS USB Crypto Token and functions as a key entry point for all government procurement transactions, with security assured.

All transactions that require signatures or confirmation will be verified by the digital signature accompanying the certificate so that authenticity is not disputed.

Electronic Catalogue (eCat)

The electronic Catalogue (eCat) module is a comprehensive system with upgraded features and functions that facilitate Federal Government via ePerolehan. It incorporates a complete catalogue management framework governed by the United Nations Standard Products and Services Code (UNSPSC).

This code ensures systematic gathering of information on products and services to facilitate and expedite the search and selection of suppliers, brands and pricing. Procurement records are more precise based on product code, type and price.

Training
Introduction
  • Raising the level of skills among eP users through the Supplier Training module is an ongoing commitment. The ePerolehan Section, Ministry of Finance collaborates with Commerce Dot Com Sdn Bhd to achieve this objective.
  • Two types of training methodology are available based on suitability and the comprehension level of participants:
     
    Instructor-led Training Comprehensive learning modules with emphasis on face-to-face hands-on sessions on the usage of ePerolehan applications
    Multimedia learning through ePOL Participants can download multimedia learning programmes and choose serialised topics to boost proficiency in using ePerolehan
